What Significance Does Being a Licensed Agency Hold?
Licensed childcare agencies operate under provincial regulations and oversight. They are required to meet and uphold specific standards established by the Ministry of Education. Agencies undergo a rigorous licensing process and are subject to annual inspections by the Ministry of Education to maintain their licensed status.
Being licensed entails strict adherence to standards and guidelines outlined in the Child Care & Early Years Act (CCEYA) by the Ministry of Education. The CCEYA aims to enhance the quality of licensed childcare by implementing nearly 100 standards covering various aspects such as child-to-staff ratios, educational program requirements, nutrition, and home safety compliance.

Providers affiliated with a licensed agency, like Daisy Blue, can care for up to 6 children under the age of 13, with a maximum of 3 children under the age of 2. The Provider's own children who are over the age of 4 are not included in the ratios of allowable children.
Providers not associated with a licensed agency are limited to caring for a maximum of 5 children at a time in their care.
The Child Care and Early Years Act (CCEYA) serves as the regulatory framework for childcare in Ontario. Implemented in August 2015, the CCEYA introduced numerous provisions aimed at bolstering compliance and health and safety standards within childcare settings. This legislation amplifies the government's supervision of caregivers and assists parents in making well-informed decisions regarding their childcare options.
Every licensed home childcare agency proudly displays its license in their office, showcasing their commitment to compliance and quality care. Additionally, they receive a decal from the Ministry of Education, prominently displayed both in their office and in the homes of affiliated Providers. Furthermore, there is a Provincial website where individuals can search for all licensed agencies, ensuring transparency and accessibility for families seeking childcare options.
Home Childcare Agencies are mandated to develop and enforce policies that align with the stipulations outlined in the Child Care and Early Years Act (CCEYA). These policies cover various aspects such as the maximum number of children under care, nutrition, health and safety protocols (including cleaning procedures and storage of food and medicine), equipment standards, and professional development requirements. Moreover, the CCEYA sets forth standards for educational programming, prohibited practices, emergency incident reporting, supervision, and administration. The regulations are extensive and emphasize the provision of safe care and the holistic development of children.
Providers operating independently (i.e., not affiliated with a licensed agency) must adhere to certain regulations outlined in the CCEYA. These include restrictions such as caring for no more than 5 children, providing parents with tax receipts, and informing parents of their lack of affiliation with a licensed agency. While the Ministry of Education oversees compliance with these standards, there is no guarantee of regular supervision or visits to these homes.
In contrast, when a Provider is affiliated with a licensed agency, such as Daisy Blue Childcare Services, parents can rest assured knowing that a Registered Early Childhood Educator conducts regular visits to observe adherence to all standards. While the Ministry mandates quarterly visits to Provider homes, we conducts these visits monthly, reflecting our commitment to utmost diligence and ensuring the highest standards of care.
